The importance of the political-governmental and Health informative past related to immigration on the Web

The analysis of digital content made available by political-governmental and health-related websites regarding the phenomenon of immigration and health is crucial for measuring its impact on Portuguese society.

This is not only innovative, but above all, it exalts its relevance in Health, in an aspect and vision beyond the sociological, sensationalist, and mediatic aspects of social communication and the analysis of online discourses. Therefore, a glimpse at political-governmental websites is a pioneering way to gather the informational strengths and/or vulnerabilities of government bodies regarding immigration, in a demand that we know is difficult to attempt or achieve. This is what is considered a fundamental aspect of health intervention, which requires a priority approach as defined by the World Health Organization1.


In 2009, the United Nations Human Development Report2 placed Portugal in first place in immigrant integration policies. In this report, Portugal’s initiatives in this area are recognized as cutting-edge, with our country receiving the best classification in the attribution of rights and services to resident foreigners. However, according to MIPEX (Migrant Integration Policy Index), Portugal, in 2007, ranked third globally in adopting migrant integration policies, among the 56 countries that took part in this global study. However, despite the recognized merit and commitment, it was positioned in 16th place (in 2020)3 in terms of Health, with the latest indicators pointing in 2019 to a slightly favorable position and an unavoidable need for investment and investment in health policies access and information aimed at improving health outcomes3.


This work arises, therefore, from the need to give greater visibility to the reality of immigration that lacks transparency or social recognition, in what appears to be an investigative vacuum or void.
This offers a broad view of the extent to which the political-governmental information provided to Portuguese society has been supportive, or not, of the fight against stigma, recognition, and well-being in a principle that favors equality between men and an integrative society. The study developed also launches a preventive demand that is as necessary as it is essential to breaking social barriers and promoting a mentality of openness contrary to the ignorance and prejudices that populate common sense.


The study of past trends in health information constitutes a fundamental contribution to the design of more appropriate strategies for transmitting and disseminating content by political bodies to the public, society in general, and health professionals in particular. The crossing of these results with those of other empirical studies highlights the scientific nature of temporal research, and its applicability in alternative measures that equally satisfy all involved actors (politicians, health professionals, and the Portuguese community) in what is a fertile field of opportunities to increase the quality and excellence of health care and prevention practices (primary, secondary, and tertiary), in the field of immigration. The gaps in Health identified in the past allow us to extrapolate to the current reality of the need to invest in the clarity and completeness of the scientific information disseminated.


The analysis of content that deals with immigration, on sites favors the understanding and importance that is attributed by the regulatory bodies of healthcare workers, to such vulnerable populations (immigrants) faced with health-disease events.
The political-governmental and health-related websites are constantly being reformulated and updated and do not offer the research tools necessary to access and appreciate past information, which is essential for research purposes, particularly around Health. As such it was used the available research tool provided by Arquivo.pt, allowed to find the discrepancy between the amount of information obtained by Arquivo.pt and what was displayed on political-governmental and health-related websites, as they currently appear. Thus, Arquivo.pt made it possible to collect preserved information without compromising access to old information on the sites, which is no longer available in any other way.
The following chart demonstrates the importance of the former in the temporal analysis of online content.

It is possible to see the occurrence of temporary publication pockets (2000-2003). This situation compromises further studies intended for political health measures and their future impact on immigrants’ health and social integration in the Portuguese context.
